Oh they can read. Just like in Cuba and Venezuela. The problem is what they choose (are allowed) to read and reading comprehension.

I have a better idea. Since they are so eager to ignore the Constitution, and rule of law, send them to Cuba or Venezuela, without passport or other ID, and with a dollar (the dollar is because so many people came to the USA with a dollar or less in their pockets and became much wealthier than they could have in the old country).
And point out to them the fantastic exchange rate they get.

The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
