I like the idea of a third house whose job is to UNDO any law, executive order, policy, or court ruling (I think an exception for criminal trials may be OK). I think a 33% minority is all that would be needed for an undo.

Well, the idea is that if you need a 2/3 majority to renew a law, it shouldn't take more than 1/3 to drop a law.

The 1/3-2/3 thing is from The Moon is a Harsh Mistress. The never really get around to implementing it, but I think it would work well.
