Probably will not happen. Taxing, confiscating, or controlling 401k's is a guarenteed way to no longer be the party in power. They are the EVIL party, not the STUPID party. Plus, do you think the people who really count (the ones who gave the Dems all this money this year) want to see an outright confiscation? And do you think that Politicos, who's only real idealogy is the idealogy of Re-election want to stick there necks out that far and risk shudder not being a politico any more?
Expect a lot of similar trial balloons in the coming years. Somthing really, really radical will be proposed by a politico in a pretty safe seat. If nothing happens, they might go ahead- slowly & carefully. However, if the polls are not favorable, then they will cut if right off. Politicos are cowards after all.

Responding to this in detail would be supererogation of the first water. Instead I will parse my sentiments.
It may happen in third world countries, where the electorate has almost zero say in how things are run, and has a history of serious corruption. Here it would be political suicide. We could only hope and pray for such foolishness, as we would have a rapid and radical turnover in the House and Senate.
