I have been saying that for YEARS. If the state has to take care of you like a child you should be treated like a child. ie no decision making authority.

CA-style Prop. 13 (limits increases in home assessed values to 2% per year) for all. Here there are two different values of houses. It's based on the assumed market value, but then adjusted with a formula consisting on when it was built, how big, how many rooms, when was the last remodeling, how old are the appliances, what kind of heating, is it in a scenic view, close to water, etc... So even if the market value stays the same, they can easily adjust one of those values, add a new value, or just raise the property tax rate.
Any improvement you make on your house will result in the tax going up, and should you happen to have a house in an area that's becoming popular so prices on the houses next to you go up, your tax will go up too.
There's been elderly people that has lived in their houses for several decades that has been forced to move because their property tax doubled without them doing anything.
