Given the way "that one" talks and acts, this would be my precise fear. As stated in previous posts, what would this force aim to achieve that isn't already covered by an existing agency? I can't help to feel that it would eventually be used as a tool of oppression against the masses.

It doesn't matter whether an official militia is created, or whether it's used as an excuse to circumvent "one potential reading" of the 2nd. The first clause of the 2nd amendment doesn't place any restrictions or requirements on the second, and Heller agrees.
It's entertaining to think of worst case "what if" scenarios, but if it keeps y'all up at night, it's counterproductive. Let the lefties stay up at night worrying that their messiah is gonna go down in flames.
