Was it really better in the past?

I'm not sure if this translates well, but I guess we'll find out
Quotes from Drivers education, Sweden 1920:Extenuating circumstances
In 1928 there was a car accident with severe material damages on a Swedish national highway between Örkelljunga and Åsljunga.
It was a Örkelljunga native which ran into a merchant from Skånas Fagerhult.
At the subsequent trial at Klippan it was ruled that the person from Örkelljunga, who was the cause of the accident, were given extenuating circumstances because he had been drinking vodka and thus had difficulty managing the car.
Those who causes the motorist most trouble, however, are playing children and nervous woman. The former are while playing both blind and deaf. To signal to them does not as a rule help much, and often they come rushing forward so close to the wagon that any signal becomes irrelevant. Where there is expected to be playing children such as schools, playgrounds etc, one should only drive forward with utmost care, because any maneuver except stopping the trolley will seldom be useful. Women are often as difficult as children, because at the sound of the horn they often loose all common sense. It is not uncommon that they, after passing three quarter of the street, without warning turn to head back to the pavement they just left. Yes, even two, three times running back and forth in front of the car. Stop and let them get back up on the pavement again! For all other purposes, act as you would when meeting trams.
