What about saturating the cardboard with a wood glue? Or, if cost becomes an issue, perhaps using a flour and water-based glue to saturate the cardboard

I did a project similar to this in high School except the idea was to make a small boat to carry one person out of butcher paper and balsa wood. Turns out if you impregnate the wood and paper with enough gorilla glue you essentially get plastic. Our boat was so successful it resulted in the rules being changed. Given the rules here impregnating the entire structure with the right "adhesive" and waxing it up should have good results.

If you using epoxy why not just laminate layers of your own form the really thick local stuff. Grocery stores that have the pallet sized cardboard bins (think watermelon display). That is thick cardboard.
