I can only imagine what the "press" would have said had they known about it at the time:
"This doddering old fool takes up time reading old jingoistic poetry when we should be figuring out how to placate these people" (until they figure out something else to demand).

As one comment on the Youtube video says, "Once there was wisdom in the White House."
The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .
