Not the smartest cookie in the jar, is he?
No CCW, no registration, etc. He is lucky he only got the car towed and the pistol confiscated on top of getting the ticket.

Yeah, I thought for not having insurance and registration you'd at least spend 1 night in the clink.

In high traffic regions like the border with Mexico and the Florida Panhandle, they don't have enough jails built to handle the hoards, so they just ticket them and move on to the next one. They just accept that there will be a high percentage of no-shows at the hearing.
