This mostly is for the tech gurus.
Some legal files should be stored, essentially, permanently. Usually, they are the type needed very rarely - they tend to end up in "special spots "
They are also, almost always, of the type which must be held confidentially. ( and if an article in my recent bar journal is indicative, post-Snowden, the legal profession will start treating that more like the medical one, rather than the current standard, which is mainly concerned with protecting the legal privilege.)
I looked to see if someone is doing this, TMK, they are not - at least, not in a way focused on providing legal services (For anyone who hasn't figured out who I am, post name change I'm an ice cream making lawyer.)
Essentially, the plan would be that the servers would be physically held by a law firm, and documents would be either mailed, and scanned in, or transmitted in an encrypted fashion.
A) how complicated would this be
B) any rough ideas of cost of implementation?

So do you want them to be stored physically? If so there are plenty of places that do so and are fully compliant with any and all standards that are required by the legal, banking and health care industries...

Now, putting it in house is FAR more expensive, essentially you would need storage, scanning capabilities and a server farm that was both redundant and secure. Ideally you would also want an off-site backup too.
