Seriously, they are. They look better and they're more useful.

Also, they're much easier to put on if you have large calves.

What do they do? I think I've read that they give some sort of support for hiking? Or are they just decorative at this particular period in history?

They keep crap out of your pants and boots just like gaiters. They actually kind of help with support, too.
