Bullshit, more like a least a third. A huge chunk of the mentally ill are also self medicating with narcotics, so theres a large amount of overlap with drg use percentages.
There are also the ones who are mentally ill because they have fried their brains on drugs. As in, they weren't crazy before the drugs, but they are now, and would remain so even if they got 100% clean.

Yep, I have her doing just that. It's limited to 5%/year + inflation. I see inflation rate reported from 1.5 to 1.8% reported for 2019.
So $6.80/$100 of rent is the potential cap.

I'm not sure what is recognized as the inflation measure. I need to go look for that detail in the statute.
I don't know if that inflation rate is for the previous calendar year, projections for the current year or trailing 12 months (it's almost certainly tied to a calendar year though).

And there are those who are suffering from effects of abuse and sexual trauma. Have experience with a young woman this past year who had such bad PTSD and social anxiety from being raped (combined with TBI) that she couldn't function well enough to keep a job very long and couldn't go to a mission/homeless center type situation for housing.

Now seeing more gun control passing, like restricting the rights of 18-20 year olds. Perhaps they shouldn't be able to vote either if they can't be trusted with guns.

The age of legal majority needs to equal the voting age needs to equal the drinking age needs to equal the smoking age needs to equal the firearms ownership age needs to equal the "draft" age. 18, 21, 35, whatever. They should all be the same

I'm not a big fan of creating multiple classes of citizen. You is or you isn't.

I do think it is not just within a lease, but even if re-renting after vacant or whatever. I.e. no connection to the market, which is what actually drives price

We scrapped out a batch of them, salvaged what we could, but between the units that were trashed by the tenants and the unused ones that had roof leaks and molded, we didn't get a lot of goodies.
