Really, though, I wondered the same thing - so, what did the Judge do to make this idea work?
The grooves in the rifling makes the difference. Also, the Judge and other firearms that are made for 45 / 410 are not NFA issues since they are rifled and are thus not shotguns in the eyes of the alphabet soup twerps.....except in Kali.

The 45 and the 410 have basically the same base dimensions. The 410 and the 44 /444 or 303 have basically the same body width.

My uncle has/had an old H&R single shot .410 that was factory marked .410 and .44 something or other. I suppose it was either .44-40 or .44 special. Not having my books handy to compare dimensions, my guess is .44-40.

Most likely 44XL. First there was the 44 Winchester shotshell (a derivative of the 44-40), then there was the XL; a lengthened 44WS. Then came the 410. Your marking probably looks like 410-44. If so It was made to fire the 410 2 1/2, 44 XL, and 44WS. This was first introduced in the H&R's in 1916 if my info is correct. They went to 3 inch chambers in 1936/37 .
