BIT:Al, Steel, or Ti buckshot?

I was in Manhattan and Brooklyn yesterday.

And, the thought of NYPD, armed with GLOCKs with 9# triggers is a but disconcerting...

Any reason why a lighter buckshot couldn't work? It seems like the cops might be better armed with SBS 12 gauges, than pistols...
