What I'm thinking of doing is lining the whole thing with fireboard and building my own shelves into it.
I have a 6' high sheet metal cabinet that I have been thinking of doing the same thing to. It's the type they sell at Home Depot or Lowes for ~ $150. It's got a cheesy key lock on the door, but I'm more concerned about fire than I am ammo theft. Some 1/2" fire board, a Palusol liner around the door edges and some 3M fire caulk in any spaces that remain should make it fairly fire resistant.

I think it should be relatively inexpensive to complete. The only thing that is holding me back is the thought I may come across another fire-resistant file cabinet for a cheap buck.

A fireman friend advises that if fire resistant safes are not available the best place to store ammo cans is at the bottom (Under) your basement steps. Water poured onto a house fire always ends up there, and it is relatively out of the typical home fire path .

If you have no basement your options are different

I live in a town with a volunteer Fire Dept. They always save the basement. ;)

I still like the idea of a flammables/paint cabinet, but they cost about as much or more as a decent gun safe.

The plan is coming together...

Although, I guess I could call it a dry-aging beef bunker. :D
The key to harmonious dealings with the zoning department is "what they don't know, can't hurt me". Call it a root cellar.

Just like a Hedgehog is a "lawn ornament" and a guntower is a birdwatching platform. Dual use isn't just for excuted Middle eastern Dictators, yaknow.
