A Prius.

Fled.

And escaped.

Cop had to have been on foot or bicycle. Had to.

Or the cops had a restrictive pursuit policy. In my locale, one city PD is pretty much only allowed to engage in high speed pursuits if they're chasing someone who is armed and just tried to kill or maim someone, the other city is allowed to pursue stolen vehicles, and the university PD can pursue if the suspect presents a "danger to the public", other than through his crazy driving. (Then there's DPS, who can pursue at triple digits speeds through crowded school zones to apprehend someone who didn't use his turn signal.)

So, most likely, the cops were told to terminate the pursuit.

Looks like a nice guy.
