Technique:
Not a whole lot is known about how the Imperial troops trained with the gladius but between mentions in documents and trial and error by re-enactors, it has been speculated that they did use the pell to practice thrusts and strokes. It mentions that you didn't want to use an actual steel galdius on the wooden pell but the heavy wooden training sword. Apparently you could break a steel gladius on the rigid and stiff wooden pell.
After the Centurion beat the crap out of you, you would loose pay until the gladius was paid for. A note would be made in your permanent record and you would be mocked. See: Limpus Dickus, Assus Duma, and permanent latrine duty.
