A person properly schooled in right and wrong is safe with any weapon. A person with no idea of good and evil is unsafe with a knitting needle, or the cap from a ballpoint pen.

Mike, I don't know!
But there are similar gun laws in New Jersey (or used to be). I had a 18 month project there in the 80's...spoke to the Chief of Police where we rented a condo, because the laws were unbelievable and I wanted confirmation from some LEO. I could own any gun that was legal in NJ (no AWB at the time), but without a permit I could not buy anything new in NJ, and IRRC, could not take a handgun outside the house.
