They've been seen periodically flying ever since their "retirement", but theres been a serious uptick in sightings in the last year

One report I saw said that they are emulating stealthy 5th gen aircraft as aggressors.
...even before I read MHI, my response to seeing a poster for the stars of the latest Twilight movies was "I see 2 targets and a collaborator".

You don't suppose they might be getting ready to "go Downtown" somewhere maybe? Or too obsolete?

I doubt it. I don't think the deployment support system still exists for one. But then, I didn't know it existed prior to 1988 either.
