I've seen some articles about the same type of problems at the Air Force Academy, particularly the Chapel. I would assume they are much newer than the buildings at Annapolis. So I wonder it it's a across the services thing, maybe deferred maintenance due to funneling funds into operational accounts the past 18 years or so?
...even before I read MHI, my response to seeing a poster for the stars of the latest Twilight movies was "I see 2 targets and a collaborator".

Sequestration...and long-standing policies to defer maintenance. The Fleet has been run ragged the last 25 years.

This is the bucket where the cold war peace dividend came from.
The use of the word "but" usually indicates that everything preceding it in a sentence is a lie.
E.g.:
"I believe in Freedom of Speech, but". . .
"I support the Second Amendment, but". . .

That sounds like a lot of government buildings.

.gov buildings are a lot like highways...they're attractive to build, and give the elected officials something to point to and say "I got that built for you!" come election time.
Maintenance on such things is not nearly so sexy.
