The second was in the US. WalMart was going to open in the hood. During the negotiations with self-appointed, neighborhood representatives that didn't even live there, the shakedown commenced. Among the demands were a slush fund for tge negotiators. WalMart cancelled the store, thus infuriating the people who actually lived there. Oh well.
It happened in Chicago for one. Walmart pulled out even though they had 5000+ apply for jobs.

Then they got a Whole Foods (Whole Paycheck) instead, which most of the residents couldn't afford.
