I think you can go back even further, to Alexander Hamilton for that. It's just Lincoln did a better job of it.

The Republican party was the phoenix that rose out of the ashes of the old Whig party of Hamilton, et.al., which was smitten by the British 'Mercantalist' system. The mercantalist system was where favorable government treatment and taxpayer funds went to large, politically connected companies (sound familiar?).
