Need Help Finding Some Old Data For A Debate On Education...

One of our teachers mentioned that many of the polls showing the USA so far behind the rest of the developed world were skewed, since many other nations only test their best and brightest, while we test everyone. Can anyone point me to a link bolstering this claim? Please and thank you.
There must be an end to this intimidation by those who come to this great country, but reject its culture.
