English is the most common second language out there. No matter where you are, you're probably going to be able to scare up a local to use as a terp.

I think the hardship thing is COL. The various Fed agencies used to give supplemental pay to anybody working inside the big apple, and it was, iirc only second to those stationed in Northern Alaska.
