I wonder how many other rifle (and possibly shotguns?) this might apply to? SCAR? Remington ACR?

IIRC, the requirement for serial #s, and thus the definition of 'receiver', comes from the GCA 68, which means that the AR design pre-dates the law. But I'm sure the Usual Suspects will screech even more about AR-15s being 'designed to evade the law' anyway.

I would be shocked if it gets to that point. ATF will continue to dodge it until they can get the issue before a judge willing to show the agency the sort of deference they are accustomed to.

Anyone want to take odds that they'll try to use it to get ARs declared AOWs?

I saw that. Why do we even have the ATF if they don't want to take cases like that to trial?

It's not like they can approve tax stamps in a timely fashion.

Oh they CAN. They willfully choose not to. Last I heard there were 7, yes SEVEN people who do all the NFA paperwork for the entire country. Intentional suppression of a right by slow walking.

I heard that they hired a bunch of legal instrument examiners recently.

Blame congress - they dont allocate enough funds to do adequate staffing.
