So much for my plan to mount a brace to my registered SBR and troll the range.

Give it a couple of weeks. They'll probably revert to the previous decision as soon as the next guy is allowed to read for interpretation.

Forgive my confusion. What is all the ho-ha about "braces"? Is this something to do with there being a difference in legal treatment between a handgun and a long arm?

Without getting into the weeds about overall length, basically a barrel on a rifle that is less than 16" is a Short Barreled Rifle per our BATFE. SBRs require a $200 tax stamp and probably a 6-9 month wait for processing the forms. The pistol version of a rifle can have a barrel less than 16" long, no real stock, and requires no $200 tax stamp or extra waiting. Let's not worry about the resultant loss of FPS from a 10" barrel v. a 16" barrel making it double plus ungood in the eyes of legislators at this point.
The brace was invented for veterans who might have trouble controlling a pistolized rifle and is kind of a legal compromise between the two. This caused a lot of low grade idiots to send letters to the BATFE asking if they could shoulder the brace without creating an SBR in the process and essentially bringing a lot of unwanted attention and oversight to what should have been a non-problem (See NPR's post above). The BATFE said shouldering a brace with the intent of creating an SBR is bad, mmmmmmkay? This caused a lot of no shouldering jokes because BATFE=stupid.
Now the BATFE has looked at the issue again and said maybe not so bad after all. The most popular guess is they don't want a pee pee slapping from Trump and are reading things lately with a bit more common sense.
