Bolt. They cover ~40m in approximately 8 seconds, putting their 200m time around 40 seconds. Bolt's world record is 19.19, and he generally runs under 20, so call him near as makes no difference twice as fast. Kinetic energy equals one half mass times velocity squared, so if he's doing twice their speed, he has 4-times the velocity component. And, since he weighs over 200, that would mean these guys would have to exceed 800lbs for them to have the same KE.
