Seriously.

The city was drowning in self-inflicted stupid. And debt. And Puerto Ricans. (The two are, in fact, related. Not to blame the Puerto Ricans, but they were a visible symptom of terminal liberal stupidity - the city couldn't give away other people's money fast enough, they just migrated in to collect it.) He managed to restore a semblance of sanity and stop the bleeding.

It became pretty clear that the restored semblance of sanity was pretty much all his doing after he left office. The Dinkins years were *bad*. Statistically, worse than the horror show Koch inherited, that inspired Death Wish.
