I wore out a couple of masonry bits on 1928-vintage concrete in about 2000 or so, when my older son was toddling and I decided lagging the bookcase to the basement floor would be a good idea.

I think old concrete is harder than the new stuff.
What about bolts that are fastened using some kind of .22 cal blank that shoots the mounting points into the concrete? Something similar was used in our Boy Scout meeting room back in the early 70's, so maybe the technology is mature and the equipment cheap.

The answer is simple 27 caliber powder nailer.

The word on concrete is that the older it is, the harder it gets. That was one of the selling points of ferrocement-hulled boats.

To be fair, if the hull was poured properly, it's hellishly strong stuff. If you don't pour it right, though, water gets to the wire armature, the hull starts weeping rust, and one fine day (well, someone might consider a full gale fine) your boat crumbles.
